Fernando has over 20 years of experience in the field of security, and 14 years as a security consultant. He has a vast knowledge of security concepts, principles, practices, programs, operations, and techniques, including anti-terrorism operations. His training, education, and experience lead him to provide Reality-Based tactical and intelligence training to Law Enforcement, Military, and Security companies overseas.
Fernando has trained close protection teams in a comprehensive training program with realistic training scenarios. Some of these teams are the protection team of a prominent wealthy family operating in the gas industry. The Executive Protection team for the CEO of the largest bank in the Dominican Republic for assets, and in 2010 classified as the second largest in the Central American region. The Diplomatic Protection Unit for the head of Dominican Republic’s Customs Agency. In addition, Fernando was the lead trainer for the Presidential Secret Service of the Dominican Republic (CUSEP).
In the United States he managed personal protection for individuals, fortune 500 clients, celebrities, and political personnel at undisclosed locations, including Billionaire real estate heiress Leona Helmsley. He later got called to work in the Dominican Republic and became an Emergency Response Team Member and Senior Security Supervisor for Barrick Gold Corporation in which at that time was the world’s largest gold mining company.
In 2022, Fernando joined the Dominican Republic National Police and was assigned to Special Operations. He served as the Defensive Tactics Instructor for the elite SWAT teams. He played a key role in the continual review and development of the CQC training for the Special Weapons and Tactics Qualification program. His goal was to ensure that outdated techniques were removed from the syllabus and new information was added to keep the Special Weapons and Tactics Qualification syllabus relevant to the changing needs of the SWAT unit.
In addition to his service to the National Police Special Operations, Fernando also trained the first 100 members of the then-newly created Police Tactical Response Unit, The Grey Berets. He continued to provide training support as requested.
In 2024, he was the lead instructor and current consultant for the Director General of The Dominican Republic National Police, Major General Ramón Antonio Guzmán Peralta Protection Detail.
He is certified as a Private Military Contractor and Counter Terror Quick Reaction Force Single Operative by GENI-AX Counter Terror Academy. Instructor and advisor for Peru’s Private Military Company IDRONEWALL. Instructor for the Russian Private Military company Optimum Security Solution Group (OSS). He is a former member of the U.S. government private military contractor Blackwater Alumni Association. He has numerous written works published on executive protection and terrorism and he also remains active in protective operations in high-risk areas.
